The minister reported on the department’s efforts in combating the spread of the coronavirus. Marat Sadykov said, addressing the President of Tatarstan:
“In 2021, 175 vaccination points were deployed in the republic, 79 of them operated in mobile format, including at home. According to the Ministry of Health, mortality among people of working age increased by 3% (18.2%) and mortality among citizens of Tatarstan aged 80 and over decreased by 3.5%.
At the same time, Tatarstan still has the lowest death rate in the Volga region, the minister noted, but the birth rate has fallen – 662 fewer children were born in 2021 than in 2020, and therefore, the population decline became more significant. perceptible.

Mortality rates are an objective characteristic of the quality of medical work, the minister said. He said the highest death rates among the able-bodied population were recorded in Novosheshminsky (862.4 per 100,000 population), Verkhneuslonsky (821.1), Menzelinsky (794), Sarmanovsky (791.7) and Kaybitsky (736.5) quarters. The difference in indicators in the Buinsky and Pestrechinsky districts is 42%! The highest death rates were recorded in areas with less than 30,000 inhabitants – these are Muslyumovsky (23), Kamsko-Ustinsky (22.3) and Drozhzhanovsky (22.1) districts. Marat Sadykov noted that the organizational conclusions about the heads of “distinguished” medical institutions in this regard were made and added somewhat threateningly:
“The chief doctors of the central district hospitals of Muslyumovsk, Kamskoye-Ustye, Drozhzhanoye, Buinsk, Sarmanovsk, Aznakaevo, Leninogorsk, Chistopol should concentrate their efforts on the work of outpatient care, improving the professional competence of doctors. It is necessary to do this personally and continuously.
The head of the Ministry of Health also noted that in Cheremshansky, Buinsky, Muslyumovsky and seven other districts of the republic, mortality from diseases of the circulatory system significantly exceeds national indicators:
“The chief cardiologist of the Ministry of Health, together with the curators of these districts, must carry out an external audit of the work of the central district hospitals. First Deputy Minister Almir Abashev must coordinate this work, there must be strict control.

Sadykov said that the chief physician of the Republican Clinical Oncology Dispensary should take special control over the work of primary oncology offices, ensure that specialists go to areas with high mortality rates and submit to the Ministry of Health “a detailed analysis based on the results of six months to make the appropriate decisions”. He proposed to make outpatient oncology care centers structural units of oncology dispensaries in order to maintain continuity and a systematic approach in the diagnosis and the treatment of oncological diseases.
Recalling that the year 2022 has been declared the Year of Digitalization in Tatarstan, he again addressed the President:
“Today, as part of the implementation of federal and regional programs, the stock of medical equipment has been multiplied several times. This requires a new management system.
