3.3 million tourists visited Tatarstan in 2021
A number of unique ideas for Russia will become a driving force for the development of tourist traffic in Tatarstan, Chairman of the State Committee for Tourism of the republic Sergey Ivanov told a meeting of the committee. The Volga Bulgaria investment project is one of the ideas. 18 projects received grants at the same time, 10 of them are related to the development of a network of glamping sites while eight aim to create new routes and improve existing ones. Key figures progress despite the pandemic
Despite the difficult situation due to the coronavirus pandemic, the tourism sector in Tatarstan in 2021 still grew, the chairman of the State Committee for Tourism of the republic Sergey Ivanov said at the start of the committee meeting . At the same time, the conditions for the development of tourism in the world were difficult. According to the UNWTO, the number of international trips in 2021 remains 72% lower than it was before the pandemic in 2019.
The pace of recovery is slow and uneven, due to varying travel restrictions around the world, population vaccination rates and travel confidence. Although after the second year of the pandemic, the main indicators of the development of tourism in the republic showed steady growth.
“In 2021, we saw an increase in some tourist centers compared to 2019. This means that the tourist traffic map has changed, i.e. the share of people who travel as tourists has increased. Tourist traffic has almost resumed in the Kazan Kremlin, Greater Bolgar and Chistopol. A slight growth in the number of guests in 2021 compared to 2019 is observed in Yelabuga, Tetyushi and the island city of Sviyazhsk.
A lot of effort and money invested in promoting the sector
Tatarstan’s participation in the national project Tourism and hotel industry becomes a republican priority. The figures expressed by Sergey Ivanov at the meeting prove this.
14 presentations for Russian and foreign tour operators and travel agents were made. Three tourist road shows in Uzbekistan, the United Arab Emirates and the Kingdom of Saudi Arabia have been proposed. Tatarstan participated in two online fairs aimed at professional buyers from Europe, Asia and the Middle East. Thirteen information tours were organized for tour operators and federal tour operators. 300 people from Russian regions took part. Five press tours for journalists and bloggers were organized to popularize the new flights to Kazan that have been launched.
Six travel programs and TV shows were filmed in Tatarstan with the help of the State Committee for Popular Online Platforms and Federal TV Channels. Five publicity campaigns of the republic were carried out among the citizens of Moscow and St. Petersburg.
“The next full figure can be considered the main result of the work that was done – more than 10 million people saw the ad with the invitation to visit Tatarstan. According to the results of these campaigns, about 264,000 users visited the tourist portal of the Republic of Tatarstan visit-tatarstan.com,” noted Sergey Ivanov.
One of the main tasks was to create new tourism products
The interregional rail tourism project Bright Weekends in the Volga Region with charter tourist trains was implemented between 11 regions. A total of 1,674 people participated in the project in Tatarstan. The development of the historical interregional tourism project of the Emperor’s Route, the interregional project of the Great Volga Road continued.
The 1001 weekend delights tourist program continued. It contributes to the development of the municipalities of the republic. Sergey Ivanov presented an eco-friendly rural tourism project as an example of another innovative idea.
“In 2021, the State Committee prepared the final edition of Eco-Tat’s historical, cultural, environmental and rural tourism project in northeastern Tatarstan. The edition includes nine municipalities with tourist routes in each of them.

2022 is the year of cultural heritage of Russian ethnicities
Gennady Shatalov, a member of the Expert Council of the State Duma Committee for Tourism and the Development of Tourist Infrastructure, believes that today tourism is a powerful tool for promoting territories. Not only the attention of Russian citizens but also of foreign tourists can be attracted.
“Today, in the example of Tatarstan, we see the growing importance of the historical-cultural model linked to a territory. Event tourism makes more sense to develop small towns where 100 to 200 people live.
Even tourism, bright events in which every guest can take part, becomes an important instrument for spreading the characteristic cultural values of each territory.
“To be able to talk about the unity of the country, it is necessary to give people knowledge about how the inhabitants of Russian regions live, about their traditions, customs, which is a very important component of event tourism.”
Gennady Shatalov noted that a tourist event is often created taking into account the historical content of a territory. Thus, the traditional Great Bolgar festival is the historical content of Tatarstan. Of course, it is precisely this festival that attracts many potential guests from Tatarstan as a tourist landmark.
Ecotourism sites can and should appear in every district of the republic
Oksana Sargina, head of the departmental directorate for the development of natural territories and ecotourism, spoke about ecotourism projects. According to her, this activity started in 2020 from scratch. However, the good start of two eco-responsible clusters showed that this war was promising. And now a new systemic approach to the development of ecotourism in the republic is happening.
“In collaboration with the districts, we have chosen 13 plots with high tourist potential and chosen land suitable for the creation of different tourist infrastructures. Today, there are already 400 such plots. And that’s not just a choice of locations, but also a big focus on efficient land use. Today we are convinced that ecotourism sites can and should appear in every district of our republic.
The digitization of all processes has become an important instrument for the development of ecotourism. Information about all chosen plots is uploaded to a digital platform to assess the plot for restrictions, see existing networks, operating facilities and available services. Changes have been made to the land code of the republic this year, they allow the rental of municipal properties, which will significantly simplify the resolution of problems for entrepreneurs wishing to join this business.
Needed to upgrade Health Centers and Resorts
At the end of the meeting, Deputy Prime Minister of Tatarstan Leyla Fazleyeva gave a speech and noted that during the last period they had all had to work under strict coronavirus restrictions. The pandemic has created great interest of Russian citizens and residents of our republic in the possibility of rehabilitation, treatment in health centers and resorts. Ecotourism issues have also grown for this reason.
“Our task in 2022 will be to expand the range of ecotourism. And the task of the Tourism Committee is to help people who are willing and able to invest their efforts and money in the development of ecotourism.
Leyla Fazleyeva drew attention to the need to provide more information on existing support measures, digital interaction. Obviously, a lot of things have to be worked out from the point of view of the organization of the different types of care and holidays.
“In some cases, we will have to consider the possibilities of improving infrastructure, and such a task has been entrusted by the President of Tatarstan. A corresponding instruction has been given, ”said the Deputy Prime Minister.
Four Tasks of the State Committee for Tourism
The following tasks are relevant for the successful development of the sector, Fazleyeva noted. First, it will be necessary to actively develop the existing and build new infrastructure for active holidays. Efforts should be made to create national tourist routes, popularize and publicize tourist destinations in domestic and foreign markets.
Second, in 2022, tourist numbers must be brought back to pre-pandemic figures as soon as possible, in particular by actively promoting the republic. The main task is to honor tourists by constantly offering them something new and interesting.
The third task is to create good and affordable conditions for a vacation in nature in our republic, to create comfortable conditions for entrepreneurs and investors to start business projects in the nature of Tatarstan, to develop these territories without harming the ecosystem.
Finally, the fourth task is to work on the digitization of the tourism sector. 2022 has been declared the year of digitalization of Tatarstan, therefore the task of creating digital services becomes one of the most important this year.
