“Winter is Winter”
Tatarstan is preparing for winter: it seems that there are machines to clean the roads, but there is a problem with the drivers, said Minister of Transport and Roads Farit Khanifov on November 23. However, these are small things: the republic now spends half a trillion rubles on the construction of federal highways: four new lanes from Kazan to Naberezhnye Chelny and six lanes to the airport are waiting for car owners. At the same time, the republic lacks only a few billion rubles for tram lines in Kazan and Nizhnekamsk, as this is the most efficient passenger transport, according to the Ministry of Transport of Tatarstan.
The ministry assured us that the preparation for the winter period has been “calm and rhythmic”. They now have 1,157 special machines connected to the GLONASS system. More than 550 of them are in Kazan, according to the deputy chairman of the Committee for Urban Improvement of the capital of Tatarstan Albert Ibragimov. However, as usual, there is a shortage of personnel — the drivers of these machines, both in Kazan and in Nizhnekamsk. At the same time, nearly 20,000 people work in the sector. The Ministry of Transport agrees that it is necessary to train a new generation of personnel capable of working with modern equipment (the problem is solved in particular with YelAZ).
“We are not going to risk, we are going to stop traffic, from 6 p.m. to 6 a.m. as we stopped the buses. Winter is winter,” summed up Minister Farit Khanifov on the subject of seasonality.
The Ministry of Transport continues to build roads, for which the federal center alone allocated 11-12 billion rubles and another 5 billion rubles for the construction of Voznesensky Trakt.
The road program costs 38 billion rubles. 12.2 billion rubles spent on road construction around three major urban settlements in Tatarstan – in Kazan, Naberezhnye Chelny and Nizhnekamsk (with their districts) were allocated to the Safe and Quality Roads sub-program. More than 12.5 billion rubles went to repair the roads and 5.5 billion to maintain them.
Tatarstan lacks trams, it is the most efficient transport, but there is no money
Drivers and officials discussed the possibility of building and repairing tram lines, not only in Kazan but also in Nizhnekamsk. Citizens of Nizhnekamsk have long demanded a new line between Yuzhny district and the city center.
Officials admitted that Nizhnekamsk as well as Naberezhnye Chelny were designed and built “ideally”. Precisely the trams were going to transport large flows of passengers in the USSR. The Nizhnekamsk tram line alone needs 1-1.5 billion rubles, the tram fleet is also exhausted.
Kazan is currently trying to apply for a road construction program, but the 40-year-old tram system cannot be improved with major repairs alone. “We are looking for solutions,” acknowledged the Minister of Transport of Tatarstan. According to Farit Khanifov, the tram cannot even be replaced by the trolleybus, let alone the bus:
“Rail transport is the most disciplined and efficient,” he said.
