Bird flu added to COVID-19 in Tatarstan —

Farmers in Tukay district must slaughter their poultry, Minnikhanov worries about pensioners, while Kazan and Almetyevsk have been charged

The introduction of new restrictions due to the tense situation due to COVID-19 and new problems in the form of an outbreak of bird flu – these are two burning issues among those discussed at a traditional meeting of the Saturday with Rustam Minnikhanov in the Government Chamber on November 20. In addition, it became known that large-scale repairs in apartment buildings have not been completed in 10 cities of the republic. A lack of funding from local budgets is the culprit. Only 64% of the money provided for by the program has been received, Kazan and Almetyevsk are the main debtors. Read more in Realnoe Vremya’s report.

“Transportation is that area where you can get infected more quickly”

Tatarstan President Rustam Minnikhanov started the meeting with a topic that was not on the agenda, deciding to set the right priorities. He claimed that the tense situation in the republic due to COVID-19 necessitated further restrictive measures. As of Monday, November 22, only adults in the republic who have QR codes (on vaccination or recovery from coronavirus within the last six months) or a medical exemption certificate can use public transport.

“Transportation is that area where you can get infected faster, of course people have mixed feelings about these novelties, but we have no choice. The situation in countries that have taken this route is stabilizing already, ”said the President of Tatarstan.

Rustam Minnikhanov mentioned pensioners who have the lowest vaccination rate, just 49%. Meanwhile, according to him, most of the beds in COVID-19 hospitals are occupied precisely by citizens over the age of 60. They account for 85% of deaths. To stimulate vaccination in this population group, citizens over the age of 60 who do not have a QR code or medical exemption will have their social transport card blocked.

“The elderly are in the high-risk group because they suffer severely from COVID-19. We try to protect them as much as possible,” Minnikhanov stressed.

According to the president, from 15,000 to 30,000 citizens are vaccinated daily in Tatarstan. 1.9 million people have already received at least one dose, 1.4 million have been fully vaccinated. 54,000 people have been revaccinated. The head of the republic noted that the rate of growth of new cases of infection is decreasing, but that it is necessary to save the momentum so that people can calmly celebrate the New Year, which is fast approaching, “so that ‘they are positive’.

Minnikhanov reminded the audience that workers who have not received the first dose since November 9 have been ordered to be suspended in accordance with a decree of the Chief State Sanitary Physician of Tatarstan, as well as people benefiting from a medical exemption or cured of the disease in the last six months.

“Business and organization leaders must comply with the decree. It is in your interest. Your employees must be in good health, must not pose a threat to their colleagues and their families. Work is going very well in workplaces where managers have considered this issue responsibly. There is no other way. We will strictly keep an eye on this, ”said the President of Tatarstan.

Chief vet told farmers to start culling poultry

In addition to the coronavirus, another problem has arisen in Tatarstan, namely avian flu. In autumn, it was recorded in neighboring regions: in Saratov, Samara, Orenburg, Kirov oblasts, Bashkortostan and Udmurtia. On November 19, he “crossed the border”. As Almaz Khisamutdinov, Director of the Main Veterinary Office of the Cabinet of Ministers of Tatarstan and Chief State Veterinary Inspector of Tatarstan explained, an outbreak of highly pathogenic avian influenza was detected in a quail farm in Tukay district . The farm raised 42,000 adult quails and 10,000 quail chicks. All had to be destroyed. Another 48,000 eggs and 171 kg of meat in the farm’s warehouse were also disposed of.

The five-kilometer epidemic zone includes 3 settlements in the district. Their residents keep more than 3,500 different species of birds.

“Today we cannot allow the infection to continue to spread. Farm owners must start slaughtering the poultry they have raised for their own needs. Those who raise poultry on an industrial scale for sale must switch to a closed maintenance regime and comply with all our requirements and instructions from the Russian Agricultural Safety Watchdog,” Khisamutdinov gave the farmers valuable instructions.

In addition, he urged them to be careful where fodder comes from and to sanitize facilities so employees don’t bring the virus on their clothes and shoes. Rustam Minnikhanov reminded that farmers must meet all the requirements given by the veterinary office. He also urged them to calculate the losses farmers would incur.

“It is better to act strictly in time. It is necessary to introduce very strict control in all companies dealing with poultry: on personnel, fodder, compliance with the rules. All these issues need to be seriously monitored,” the President of Tatarstan said.

Kazan and Almetievsk considered debtors

At the Saturday meeting, they have traditionally talked about running major Republican reparations programs. Minister of Construction, Architecture and Utilities of Tatarstan Marat Ayzatullin reported that today 15 out of 27 programs have been implemented, that is, 1030 installations on 3,488 have been repaired. 12 other programs are still ongoing. It is necessary to complete 38 facilities and a number of apartment blocks in 10 municipalities for more than 1.7 billion rubles.

Among the places where large repairs have not yet been made. ended. Only 48 out of 413 educational institutions have been repaired.

The minister said that there was a delay in the repairs of the houses because 15% of this program is financed by municipal money, while there is a lack of money. Today, 740 million rubles, or 64% of the amount provided for by the program, have been received from local budgets. The two richest cities of the republic – Kazan and Almetievsk – unexpectedly turned out to be debtors.

Only 34% of colonies are in the registry

Tatarstan’s Minister of Lands and Property Fanil Agliullin noted that today the United States Real Estate Registry contains information on only 34% of settlements (1,059 out of 3,119), which are part of 293 municipalities. To include them in the register, it is necessary to draw up general plans of 327 municipalities. If the pace continues, it will take more than 8 years, the speaker said.

He added that it is also necessary to create 565 projects on land use planning and planning rules. 130 rules have been approved since 2018. But only the territorial areas of 15 approved rules have been added to the cadastral register.

Fanil Agliullin named the reasons for the delay. It is the absence of information about the borders of the territorial zones in the documents of rules. In addition, the executive committee (client) does not send information about the boundaries of territorial zones to the registry or stop other actions after being denied cadastral registration.

The Ministry of Lands and Property reported on the progress of work to establish the borders of the Republic of Tatarstan. The total length of the republic’s border is about 3,500 kilometers. It is necessary to add to the register information on eight parts of the border with neighboring regions. The Minister qualified 570 of them as “problematic”, today 90% of the files are resolved, the work on 29 segments continues.

Border work projects were approved at joint meetings of border working groups with the Orenburg Oblast and the Chuvash Republic, the Republic of Mari El, the Samara Oblast and the Republic of Bashkortostan. An agreement with Orenburg Oblast signed with the Republic of Tatarstan was sent to the governor of the region.

Work on approval of projects on the border with Ulyanovsk Oblast is about to be completed. Joint events and three rounds of negotiations on the discussion of the border project took place. Today, the final round of talks is getting ready.

22 segments remain unregistered at the border with the Republic of Udmurtia. Border documents near the town of Agryz prepared by the administration of Agryz district in Tatarstan and Malopurgino district in Udmurtia formed the basis of the project.

The interpreter of the work on the establishment of borders has not yet been chosen in the Orenburg and Ulyanovsk oblasts, the republics of Mari El and Bashkortostan. For this reason, work on the projects is carried out by the Spatial Data Fund of the Republic of Tatarstan.
