Tatarstan’s mechanical engineering cluster lost 164 million rubles in subsidies — RealnoeVremya.com
Industrial clusters are a modern mechanism designed to help companies of all organizations and receive state support. Sometimes this mechanism works precisely and intelligently, sometimes it fails. At a general meeting of the Supervisory Board of the Mechanical Engineering Cluster of Tatarstan, the correspondent of Realnoe Vremya attended the meeting, both issues were voiced and stated errors that they still need to work on.
A thousand buses – it’s a lot or a little
Rafael Batyrshin, Head of Committee for Market Development, General Manager of RariTEK, complained about some market inequity. RariTEK produces gas-powered buses and reaches the production plan of one thousand buses per year. The assembly of such a number of vehicles represents more than 300 jobs, the number is serious, but there are prejudices about the company in management circles. For some unknown reason, the company cannot join the club of major producers.
“In a figurative sense, the makers say that we don’t manufacture buses but that we assemble either wheels or mirrors. Following such a notice, we are deprived of the chance to receive subsidies intended for large manufacturers,” he said.
Also, Rafael Batyrshin announced the completion of the design of a large liquefied gas plant in Tatarstan, and construction will soon begin.
One out of four foreign accumulators assembled in Yelabuga
Unfortunately, not all initiatives of the mechanical engineering cluster of the republic are supported by the state, its representatives said. Last year, the second phase of the Yelabuga battery plant project applied for a state subsidy. But the project did not receive support.
Oleg Kulakov, head of the Committee for Freight Transport and sales manager of Korib, said that every fourth accumulator sold abroad was created in Yelabuga, while exports can increase if they participate more actively in the exhibitions:
“The fairs where we could exhibit regional products are not held as often as we would like, and it is difficult to get there. I think our ministries can provide more active support.
And that’s not the only problem. Oleg Kulakov is convinced that cluster members should have certain preferences when receiving grants. Besides money, there is a great task for the state in the training of personnel. Its solution, of course, is not its own problem. And it would be more correct to create an educational center in the cluster, which would not only train new specialists, but also retrain current workers.
Subsidies from Russian funds are real
Money is the most important need of any business. Alexander Borisov, director of IT Technopark, said that companies registered in the company received about one billion rubles from different types of investments:
“IT Park is a consulting company that helps to receive state support. For example, today Skolkovo provides grants for information technology and separately for AI systems. While today we are the best regional operator in Skolkovo. And this is not the only opportunity. The Russian Fund for IT Development provides grants of up to 300 million rubles to create software. 10% compensation can be received from the Ministry of Industry and Commerce for developing digital solutions.
100 factories in the village
Sergey Mayorov, Chairman of the Board of Directors of the Mechanical Engineering Cluster of Tatarstan, explained how the cluster has grown and developed over the past two years. The number of cluster members reached 170 organizations from 15 regions of the Russian Federation. There are members from France and Germany. 10 corporate missions were carried out in 2020-2021. The members of the cluster took part in 20 trade fairs and forums where 24 agreements were signed. Agreements with 24 countries have been signed. Cooperation agreements have been signed with 79 Russian regions. In 2021, the members of the cluster developed 21 priority projects. Today, it is planned to complete 10 and launch 10 new projects on innovative products and services. Within the framework of state support, cluster members can expect up to 300 million rubles of investments for two or more members in one project.
“This year, we are going to launch a new big project to create new factories in rural technoparks. The capitalization of the project is estimated at 50 billion rubles. And if we manage to receive the support of the republic, we will be able to fill all rural technoparks with operating enterprises and implement the program 100 factories in the village, ”Mayorov concluded.
