Tatarstan’s Ministry of Education and Science to solve staff shortage problem by renovating university and college dormitories, hopes for federal support

A training program for small and medium-sized enterprises is to be developed in Tatarstan by February 2022. Among other things, it will include the overhaul of dormitories of secondary vocational educational institutions. The republic harbors the hope of federal funding in the future. Minister of Education and Science Ilsur Khadiullin hinted at this to journalists during the New Year’s press conference. Realnoe Vremya found out how many dormitories are waiting for major repairs, how many have already been repaired and how their renewal is related to solving the labor shortage problem.

“Future workers from other regions will come to us”

“During the recent Security Council, the issue of training personnel to provide it to small and medium-sized enterprises was raised. The President of the Republic has instructed us to prepare long-term and short-term programs by February. We hope that it will include issues related to the renovation of dormitories,” Ilsur Khadiullin said, “and this will be heard at the level of the Russian Federation, because the system of training personnel in the secondary vocational education system requires the creation of living conditions, including for students. Future workers from other regions will come to us. We now have 10%, of which 7% are graduates.

The minister clarified that the republic hopes the program will eventually rise above the republican level, and then there will be a chance of receiving federal funding. He pointed out that it is especially important to create attractive conditions for the applicants of the ninth graders of yesterday, because they act consciously and specifically choose a profession:

And the problem of the shortage of specialists in labor professions is huge in the republic. The demand for them is so great that construction companies poach good welders, and public transport companies and auto repair shops – turners. At the same time, the two are often paid an order of magnitude more for their work than university-educated “managers” in electronics and appliance stores. A colossal shortage of personnel reigns in Zakamye, where industry is developing by leaps and bounds, and it is very difficult to find workers in the factories — there are not enough of them physically. However, this is also a problem in the capital of the republic.

8 out of 81 dormitories have been repaired in the republic in 2 years

“In 2021, 66 out of 87 professional educational organizations in the state of the Republic of Tatarstan have dormitories for students,” the Ministry of Education and Science of the Republic of Tatarstan told Realnoe Vremya. “They have 81 dormitories at their disposal (65 of them subordinate to the ministry) with a total area of ​​257.9 thousand square meters and a capacity of 19.8 thousand people. Of 21 public professional educational organizations located in Kazan, 11 have 15 dormitories of students with a total area of ​​more than 56 thousand square meters and a capacity of 4.4 thousand people.In general, the housing stock of student dormitories available in the republic satisfies the need of non-resident students in places of stay for the entire study period.

But what about living conditions?

The ministry said that since 2020 Tatarstan has had a republican program for the overhaul of college and technical school dormitories with an annual limit of 190 million rubles. Thanks to these funds, three dormitories were renovated in 2020 – at the Rybno-Sloboda Agrotechnical College, the Chistopol Agricultural College named after GI Usmanov and the Lubyanka Forestry College. In 2021, the overhaul in the same amount was carried out in five dormitories – at the Aznakaevsky Polytechnic College, the Apastovsky and Sarmanovsky Agrarian Colleges, the Spassky College of Industrial Technologies and the Kama Construction College named after EN Batenchuk.

“In 2022, it is planned to renovate seven dormitories in the amount of 190 million rubles – at the Tetyush Agricultural College, the Almetyevsk Commercial and Economic College, the Naberezhnye Chelny Pedagogical College, the Kazan College of Technology and Design , to the Sarmanovsky and Kukmor agricultural colleges, Alkeevsky branch of the Alekseevsky Agrarian College”, the ministry reported on the already established “republican” part of the college revamping program.

“About half of the students at our college are non-residents, and having a dormitory in this light is very important, especially for first-year students,” says Kazan Medical College director Zukhra Khisamutdinova . “Not only visitors from the regions of the republic study with us, but also from Astrakhan, Kamchatka. Kazan attracts a lot … And during the period of adaptation, when a very young person comes from home to a foreign city , it is very important that he was not just moved, for example, to an apartment, but helped to organize life, followed discipline, provided support at the right time. According to Zukhra Khisamutdinova, half of the building of the college’s only dormitory, built in 1974, is occupied by students from another college – pedagogical, and there are not so many places in the dormitory of the medical college, so freshmen are guaranteed to receive them. Whether there is enough for the rest of those who need it is a big question.

She also said that these “halves” are occupied not only by different colleges, but by different departments. The medical faculty is under the jurisdiction of the Ministry of Health of the Republic of Tatarstan. Therefore, the medical school, without relying on the dormitory renovation program of the Ministry of Education and Science, recently carried out repairs using its own resources.

Enough seats, but no comfort

“We have two college dorms, and they’ve been in need of renovations, repairs, and upgrades for a long time.
